Below are important policies and procedures of the Washington State Combined Fund Drive. On this page, you will find documents regarding issues of donor privacy, ethics board opinions on the use of state resources for the Combined Fund Drive and the Washington State Law that created and defines the state giving program.

2012 Annual Report

This report showcases the efforts of the Combined Fund Drive during our 2012 campaign. The report includes information on the CFD, a pledge report by agency and a list of every charity that is scheduled to receive a pledge as a result of the 2011 campaign.

CFD WAC Codes

This is a list of Washington Administrative Codes (WAC) that are used to define the operations of the Combined Fund Drive. WAC codes are used much like legislation and the Constitution, and are a source of primary law in Washington State. Conflict of Interest Policy

This policy is designed to help directors, officers and employees of the Combined Fund Drive identify situations that present conflicts of interest. It also provides the CFD with procedures in conflict of interest cases.

County Committee Guidelines

County committees are used throughout Washington State to assist the Combined Fund Drive in reaching more donors and helping our volunteers conduct their campaigns. These policies highlight the specific duties of the CFD’s county committees and guidelines on the election of officers.

Discontinuation of Contact Policy

Every donor is allowed to ask for the Combined Fund Drive or any of its member charities to cease contact or solicitation by making a simple request. This is the official policy of the CFD.

Donor Privacy Policy

Every donor is entitled to the utmost privacy and assurances that his or her information is protected. This policy defines the procedures used by the Combined Fund Drive to ensure all information given by our donors is used by only approved parties. This policy also defines which of our stakeholders are entitled to view your information, and sets forth a donor bill of rights as used by the Association of Fundraising Professionals and other non-profits around the country.

Ethics Board Opinion

Below you will find the official ethics board opinion that allows the Combined Fund Drive to operate much in the manner of a private non-profit. Because of this ruling in 2000, volunteers of the CFD are allowed to use state resources (i.e. time and materials) to administer CFD events.

IRS Documentation Letter 

The CFD is a 170(c)1 with the Internal Revenue Service. This is considered a governmental nonprofit, which is given the same tax exempt status as a private nonprofit organization. Donors that give to the CFD, or use the program for payroll contribution, or given the same tax benefits as when they give to a charity of their choice. RCW for the Combined Fund Drive

The Revised Code of Washington (RCW) is the compilation of all permanent laws now in force. It is a collection of Session Laws (enacted by the Legislature, and signed by the Governor, or enacted via the initiative process), arranged by topic, with amendments added and repealed laws removed. It does not include temporary laws such as appropriations acts.

RCW 41.04.033 gave the Office of Secretary of State the authorization to operate the Combined Fund Drive.

RCW 41.04.0331 established the powers and duties of the Office of Secretary of State when administering the Combined Fund Drive.

Raffle Rules

Volunteers with the Combined Fund Drive are allowed to run raffles through an exemption made with the Washington State legislature. However, there are limitations to how a raffle can be run for the Combined Fund Drive. Below are two links that address those requirements:
